  一年两考指的是口语非笔试

  昨天,关于2016年高考方案又有了新的版本。其中,一种被认为确定了的说法是“高考英语一年两考指的是英语口语,并非笔试”。

  而此前,按照相关部门前期传出的消息,2016年高考改革的思路是:高考英语的次数、选测科目的门数及计分方式都要进行调整。其中,高考英语可能变成一年两考,选测科目分文理科、可能变成文理小综合。

  “高考英语一年两考怎么会只是英语口语?”一位中学校长说,目前的高考英语口语测试成绩分4个等第记入考生档案,不过,测试成绩并不计入高考总分,只是供高校录取时参考。“口语本来就不计入高考总分,一年两考的话对考生意义不大。”

  “一年两考应该是英语口语加听力。”一位参与方案制定的校长称,江苏省教育厅一直在调研将英语听力从现在的英语高考中剥离出来,进行多次考试,这样有利于减少设备差异产生的不公平。“而为了配合一年两考,避免考生刷分,减轻考生负担,听力也会参照口语,计等不计分。”

  江苏省教育部门相关人士透露,由于考虑将英语听力剥离出去,因此,高考英语的总分将下降,其在高考总分内所占的比例也将进一步降低。

  “现在的高考总分是480分,其中英语120分,英语听力是20分。”这位人士说,高考语数外3门中,语文、英语占到了两门,英语在整个高考总分中的比重达到了25%。听力从英语中剥除后,英语的总分可能不会增加,因此,不管高考总分是否增加,英语在高考中的比重都将降低。

  高考总分增加已成定局

  省内一所高校的招生负责人介绍,正在研讨的2016年高考新方案中,高考的总分有望增加。

  “现在的高考总分是480分,考生的集中度非常高,一分都是好几千人。”这所高校的招生负责人说,这对高校来说,录取安排专业时难度非常大。况且,现在的选测科目计等不计分,低分高等级的现象确实存在,这对部分考生确实存在不公平。在江苏省教育厅组织的相关研讨中,高校一致希望,将选测科目也计入总分。“不管将来的方案是在语数外中增加1门历史或者物理计入总分、还是增加两门计入总分、还是将政史地或者理化生变成小综合并入总分,高考现在的总分都会发生变化。”

  江苏高考方案变革一览

  1999年:“3+2”模式

  1999年高考模式为“3+2”,这个方案从1994年延续至1999年。分文理科,文科生考政治、历史,理科生考物理、化学。

  2000年—2001年:“3+小综合”

  文科生考语、数、外3个单科外,还要考政治、历史、地理综合卷;理科生除语、数、外3科外,还考物理、化学、生物综合卷。

  2002年:“3+大综合”

  这个模式只在江苏实行了一年。考生除了考语、数、外单科外,还要考物理、化学、生物、政治、历史、地理六科的大综合卷。该模式的出发点主要是为了促进学生素质全面发展,但模式要求学生同时学习9门高考科目,负担很重。

  2003年—2007年:“3+1+1”

  此模式在保留语文、数学、英语3门必考科目的前提下,另外两门在政治、历史、地理、物理、化学、生物6门课中自由选择,其中一个“1”是报考高校指定的选考科目,另一门学生可以根据自己的兴趣和特长自选。这样的模式打破了文理分科,学生可以跨文理科选科,共有15种组合可以选择。

  2008年至今:“3+学业水平测试+综合素质评价”

  2008年江苏高考方案中,统考科目只有3门,即语文、数学、外语,总分480分(含40分附加分),同时在一般情况下,学生于高二时进行学业水平测试的必修科目测试,高考时进行学业水平测试的选修科目测试,必测、选测等级会影响考生的普通类高校报考资格及能否上本科、能否达到具体学校等级要求等。

  昨日,华商报记者从省教育厅获悉,从明年起,我省高考[微博]将全部使用全国卷,且英语考试中的听力考试成绩也将计入外语科总分之中。

  日前,省招办新闻发言人张军利对媒体介绍,自2006年起,陕西省开始实行高考英语、数学两科自主命题。为贯彻落实国务院《关于深化考试招生制度改革的实施意见》和教育部要求,经陕西省招委会研究同意,报请教育部批准,从2016年起,陕西省普通高校招生统考将全部使用教育部统一命制的试题,也就是通常所说的“全国卷”。

  “‘全国卷’带来的最大变化就是外语科目含有听力部分,而且听力成绩要计入高考外语科总分。”张军利说。据了解,高考英语听力考试恢复后,将采访国家教育考试标准化考点语音广播系统统一播放考试内容的方式进行。

  鉴于我省高考外语听力考试已经停考多年,为确保恢复听力考试平稳顺利进行,省教育厅近日下发通知,要求各市、县(区)要切实加强对辖区内普通高中的外语教学管理,尽快部署普通高中学校严格按照教学大[微博]纲要求,组织好外语教学活动,培养和提高高中学生外语听说读写能力。平时以及学期、学年的外语科目考试中,都应有听力测试内容。

  华商报记者了解到,从2005年开始,我省高考取消外语听力全省统考。高考外语听力成绩进入高考电子档案,供招生院校录取时参考。昨晚10时左右,一知名英语培训机构高中老师史蓓告诉华商报记者,自从他们获知该消息后,已经将英语听力培训内容加入了所有针对高考的英语培训课中,且高考结束到现在,今年报名参加针对高考英语的培训人数相比较往年增加了30%-40%。

  对农村学生来说不占优势

  高考恢复听力考试后,会不会对英语老师的教学带来影响?就高考恢复听力后该如何训练,西安建筑科技大学附属中学特级教师、英语正高级教师程晓玲建议主要靠积累,每天至少坚持训练15分左右。平时不仅要多听磁带,还要多听一些英语广播等。有机会的还可以看一些英语原版电影,这也是提高英语听力的不错选择。

  西安市第26中学特级教师、英语教师杨筱冰认为不会对老师有影响,也不会对城市里的学生有影响,因为在平时教学中,英语的听说读写都在同步进行,听力也一直在训练,只是没有按照考试题型去训练而已。现在高考听力恢复了,只要对考生按照试题类型去训练就不会有什么影响。对农村的学生可能会有一定的影响。

  周至中学英语老师何小娟说,高考英语增加听力考试,就语言本身来说是好事,但就高考而言,在农村中学,不管是对老师的教学还是学生来说肯定都会有比较大的影响的。

  “以前不考英语听力,在实际中英语听力也是不被重视的,在教学过程中,只有涉及到听力的部分,才会让学生去听听力,但今后要考听力,那么教学重点肯定就得变,得尽快把听力部分加上来。”何小娟说说,其实最大的影响应该是对农村的学生的影响,增加英语听力考试之后,农村的学生是很不占优势的。原因之一就是,农村家长[微博]以及许多教师从来都不注重学生的英语听力,所以,学生也就没有英语听力的基础。还有一个客观原因就是农村的学生的家长很多都外出打工了,放学后学生都要做许多其他的事,也没有时间、没有条件去练习英语听力。

  平时没咋练 肯定有影响

  明年高考将恢复英语听力考试,并将成绩计入英语总分中,许多即将上高三的学生已经知道了这个消息。

  西安市第26中学高二学生肖自若觉得不会对自己的高考有影响,因为老师在平时教学过程中都有听力练习。她认为把英语听力纳入高考是件好事,这样还可以促进自己更重视英语听力的练习,这对自己将来走上社会应用英语很有帮助。

  一位不愿透露姓名的大学在校生说:“在大学校园里,我深刻体会到英语听力的薄弱带来的不利影响。可以说,我的英语阅读、写作水平一点不比别人差,但一提到听说,就糟糕透顶。”

  即将上高三的郭佳旭平时英语成绩就比较好。“我觉得对高考会有一定影响。”郭佳旭说,因为他们将会是首批参加英语听力考试的考生,也没有人可以传授考试经验,到时候考试肯定会紧张,自然会影响成绩。“而且以前不考听力,所以也没有特别重视英语听力,虽然还有一年的训练时间,但总觉得还是会有影响”。

  周至中学高二学生朱觊迪说,他觉得肯定会有影响的。“虽然初中的时候有过听力练习,但都很简单;上高中以后就没再练习过,每天学的也基本都是哑巴英语,而距离高考又只有一年时间了,即使现在开始练习,但底子也是薄弱的。”

  “我觉得也会有影响的,因为以前不考,所以,就从来没重视过;平时也不练,现在要用一年的时间去练习,那么跟城里的学生相比,肯定还是不占优势的。”高二学生黄颖说。
